Cool roofs and Part L — where a solar-reflective roof fits UK building regulations

A common question we get from specifiers: “does a solar-reflective roof help with Part L?” The honest answer is that it helps with a problem Part L barely addresses — and that's exactly why it's worth understanding.

What Part L actually covers

Part L of the Building Regulations (England) is about the conservation of fuel and power — essentially, stopping heat escaping in winter. It's driven by U-values, airtightness and the efficiency of services. A liquid-applied reflective coating doesn't change your roof's U-value, so on paper it isn't a Part L insulation measure. If a building is losing heat in winter, the answer is insulation and airtightness, not white paint.

The problem Part L doesn't fix: summer overheating

Modern, well-insulated buildings have flipped the problem. Seal a building up tightly and the summer risk becomes overheating — heat getting in and staying in. For new homes this is now assessed under Part O, and non-domestic buildings increasingly have to demonstrate they won't cook their occupants or lean on ever-larger cooling systems. A dark bituminous roof is a major solar collector in that equation.

Where a reflective roof genuinely helps

A high-SRI white surface reflects most incoming solar radiation instead of absorbing it, so the roof deck — and the rooms beneath it — run cooler in summer. That reduces cooling demand and the associated energy use and carbon, and it eases peak overheating on top floors and in plant rooms. It won't appear as a U-value improvement, but it directly targets solar heat gain and cooling energy, which are exactly what a dark roof drives up.

Reflective roof and insulation: not either/or

The two work together. Insulation slows heat moving through the roof in both directions; a reflective surface reduces how much solar heat reaches the roof in the first place. On an insulated building, adding reflectivity trims the summer cooling load without touching the winter performance. On an under-insulated one, insulation still comes first.

The honest limits

A reflective roof is not a substitute for insulation, and its effect on winter heating is small — the sun is low and weak when you'd want the gain. Design accordingly: use reflectivity for summer overheating, cooling energy and membrane protection; use insulation for winter heat loss.
